Greatness is not about the quantity of your fights, it's about the quality of your fights. Floyd already has more pro fights than Sugar Ray Leonard but the quality of Leonard's opponents are top notch. Leonard only had 40 pro fights but he is without a doubt a top 15 ATG due to the quality of his opposition.

He might be #50, just edging out Tyson now, but is he better than guys like Erik Morales, Oscar De La Hoya, Alexis Arguello, MAB, Monzon, Whitaker, BHop, RJJ, and Holyfield? The guys that round out my bottom list of the top 50 are all better than Floyd Mayweather in reputation, achievements, appeal, and performance.
Mayweather just hasn't fought anyone, and not for a lack of talent around him either.
For all the qualms I have with Pacquiao's recent choices, he did fight and beat three Mexican all time greats, Ricky Hatton at a weight that he dominated completely, and many other good opponents even before the Cotto victory.

Well fought and beat...., no guarantee of wins against those guys, hence Floyd not fighting them.
