    there is a big difference between a request and a penalty. PENALTY is when you violate the rule and that penalty applies. A request is whatever the situation you have to undergo through that request.

        Pacquiao has surpassed Mayweather, I think he would break Floyd down and win a decision. Sheer volume, constant punches from awkward angles, power and speed. Floyd can't live with that. That's why he won't accept the challenge.

          of course freddie will say pac would win but it wont happen. it would not be a good fight for mayweather. i find even funnier that these fans who dont know nothing about boxing says that pac is gonna come in and mop the floor with mayweather. are you serious? the man's speed and defense will be too much for pacquiao. plus pac leaves himself open alot and can be hit. marquez proved that in their fights. and we all know that floyd is the master of defense and countering. so if marquez gave him problems with his counterpunching what the hell you think floyd will. floyd is a much faster and skilled counterpuncher. and pac has a problem with lead rights which is floyd's signature punch. i hope floyd does fight pacquiao and beats him so i can see what excuse's floyd haters come up with. they damn sure wont be able to use the age crap because pac is younger than floyd. most likely they'll say pac was distracted by politics.

            classic way to duck is to use the purse money split as an excuse. Floyd reinvented a way to duck which is to demand a testing that will give his opponent a disadvantage and put the blame on Pac, "saying Pac don't want a **** of Maynever".

            In the first place Floyd never intended to fight Pac. He used Pac's popularity to sell his own boring fights.

                    he accepted all, if not he will be labeled as a ducker again having avoided Cotto, Margarito, Clottey, Cintron, Pwill when he moved up as a welter. Testing was just a ploy for him to make him look like not ducking and use it as an excuse not to fight Pac.

                    It's clear as noon that Mayweather doesn't want a piece of the Pacman. You may deny it but its the truth EVEN MY GRANDMOTHER CAN TELL.

                      im almost sure floyd will use that in the next negotiation......if i was arum, i say **** him and move along since the boy will never fight pac for ****!
