Your right about both.... it's about what makes Arum the most money and what Arum WANTS.

Bob has publically stated that he couldn't care any less if Pac ever stepped in the ring with Mayweather. I don't think Arum is all about actually making this fight just like he wasn't all about making the first Mosley fight, or making JMM III or even a Berto fight.

Like I said his team is exposed for strategically hand selecting certain fighters at certain weight classes at certain weights.

It's not about "ability" like a prime undefeated WW CHampion that Berto brings...
