Historically speaking, that title might go to Robert Fitzsimmons. 5'11" and only 165 lbs, all of it in his upper torso. The result was a massive pair of shoulders that would make the average heavyweight jealous, and a lightweight's string bean legs. He was covered in freckles and he was balding prematurely to boot.

He didn't seem very imposing overall but he was P4P one of the greatest boxers who ever lived. He was a hell of a hitter, and once KO'ed a fighter literally double his weight (over 300 pounds) with a single punch. Imagine Bernard Hopkins KO'ing Danny Williams (with a good forty extra pounds of muscle and fat) with one body blow!

Looking at photographs of him, he still looks more like someone's creepy uncle than a badass but appearances are almost always deceiving.
