How does this self important joker keep getting such high profile fights?

Is he appointed by the sanctioning/governing bodies or the Las Vegas Commission, the promoters...who? and more importantly.... WHY?

For the record I thought Khan clearly won enough rounds to take the fight, but I'm just staggered that this guy continues to officiate at the highest level.
