Who is more guilty of blatantly avoiding co-promotional deals: GBP or TR/

To me, it seems that GBP is usually willing to do cross-promotional deals. GBP seems more genuinely interested in putting together great fights/cards.

I say GBP just by them openly talking out of their ass...
