The argument was that when Texas decides to test that they don't test for steroids. In other words that PED's aren't on the banned substance list. Margarito and Pac WERE tested and therefore cannot have any of the listed substances in their system. Pay attention.

Freddy is a sneaky bastard, he wanted Margs tested cause he knows TX. Plus they wanted to look like the good guys, throw the suspition off of what they were doing...

They thought this would raise suspition about the sample Margs had to give, nope everybody instantly asked about Mannys.
But manny has no sample/pre fight tests...

That's understandable for a fight that doesn't undergo any testing, but Pacquiao vs Margarito did have testing.
