There are two reasons to demand a catch-weight, either you are not good enough to compete with that fighter at his natural weight, which is fine..... or you are attempting to drain him to gain an unfair advantage, which is cowardly. Team Pacquiao tried to drain Cotto, because Manny had already fought at 147.

* OST's will be mandatory within a couple of decades
* OST's are mandatory NOW in ALL top amateur sports

But this is the main point.....
* Currently, if an amateur athlete avoids or obstructs an OST request, they are JUDGED GUILTY, by the sanctioning body, and by the public in general.

THE SAME WILL HAPPEN in a few years, because OST will be mandatory at that point in time.

In the future, boxing fans are going to wonder why Pacquiao insisted upon a cutoff date, because.....
a.) there is no such thing as a cutoff date for OST/WADA testing
b.) everybody will be subject to full random blood testing at that point in time, because it will be mandatory

This isn't "in a few years" it's today, and today blood testing isn't required or mandated by the Nevada state boxing commission, or any other boxing commission I'm aware of. Floyd mayweather isn't an active fighter, he isn't a credible source, and most of all he isn't bigger then boxing. He just demanded that test of shane to score points with half brains like yourself knowing full well shane would agree because he wanted the payday. Not to mention shane has a proven history of steroid abuse, manny does not.
