I have never seen any state, country or organization hold back doping tests before. If they are clean, all is good. Where are the checks and balances if there is a guilty party? This secrecy means corruption, payoffs and sweeping under a rug can exist. There should always be 100% disclosure. No exceptions.

That's what I wanted to know. If this isn't standard procedure it can only mean that some values has turned positive in a sample.
