There's only really 3 reasons why a person would call someone a whiteboy, a black boy, a yellow chump and it's either to degrade them, to be racist, or be funny in racist way.
Do you go around calling people "whiteboys, black boys, yellow chumps" unless you're buddies with them and you know it would be all good, right d*mmy ?
If a white guy comes out and says "black boy", some black folks would make a big scene out of it.
