I'd venture to guess that heavyweight is in the last half in the rank in strength of divisions in boxing if we take into account the top 10-20:

Are all better divisions in the top 10 strength and if we take into account the top 20, Cruiser and Jr. Middle are stronger too. The top 2 are very strong, but there's a significant drop off after them and then another big drop off after the top 5.
