Plain and simple, yes it does clean up the sport, because especially if it's random it won't give people time to cycle.

Floyd has plenty of time to do multiple cycles during his vacations. Doing "OST" for 3 months every other year is pretty hypocritical.

Floyd didn't propose Olympic style testing, it was Floyd style testing. 1 month of testing before a fight to cycle out whatever he used before. (Floyd fans believe the beneficial gains of steroids can be washed away in a month)
