Why so soon to decide next fight for Pacquiao?

We're atleast 5 months away from his next fight and we're already getting reports from Arum that Mosley is most likely his next opponent. Is it just me or did it seem like the last 2 attempts to grab Mayweather took weeks and months before it was finally decided either time that there would be no May-Pac fight?

What's the rush. Can't we see if Mayweather is going to be in total dog**** next month before deciding who Pacquaio fights next? The fans still want Mayweather-Pacquiao, right?!
