Mayweather vs Pac wouldn't even be about P4P supremacy anymore

Mayweather is not even considered #2 so how can he be arguably #1. His comeback fight was against a Lightweight at 147 and then he fought Mosley who hadn't done anything in over a year and a half so how do those performances put him in the P4P list? Why was Mosley even ranked at WW without fighting for such a long time?
