As far as one-punch delivery and possibly even 2-3 punch combos I think Berto has him, but Pac can do it all night while I doubt Berto can. I think Pac-Berto is the top fight to be made right now though.

Berto is fast but he throws 1-2's and 3 punch combo's while Pac throws 6 punch combinations, sometimes one right after anther when he is pouring it on.

It would be a good fight but I think after only a rd or 2, Berto would be sitting in the corner regretting that the fight was made.
