"Most deserving" means a variety of things. What if the best fighter in history could draw 100,000 PPV buys to the table. The other choice is a guy who isn't as good but can draw 1 million buys. Who's more deserving?

If Manny never faces Shane....they will forever bring up him ducking him for Cotto and not wanting to face an African American. If Manny beats him, it's he is old and shot.
