Last I checked, 5 of 7 of Pacquiao's opponents (the others being Margarito and De La Hoya) were all rated in the Top 10 in their weight rankings of The Ring (They composed of 5 weight classes). 4 of those 5 were in the Top 5 of their weight divisions when Pacquiao fought them (Clottey (ranked 4th), Cotto (ranked 3rd), Hatton (champion), Marquez(champion)). 2 of them were lineal champions (Hatton, Marquez whom he drained himself to fight). De La Hoya was the one who asked Pacquiao to move up to 147 (not the other way around by popular belief) after Hatton refused after coming off the fight of Malignaggi. Margarito had every measurement advantage. If that doesn't impress you enough, fine, but try to find any current boxer that's done the same before you cry foul.

I mean you can't even get simple facts correct. Mosley lost to Mayweather, then drew with Mora in a fight Mora came in three pounds over. I'm not trying to justify a Pacquiao-Mosley fight, but to yell about Pacquiao ducking EVERYONE is simply nonsense.
