What weight class should Pacquiao be in?

According to Roach when commenting about Marquez, he is now a full welterweight.

The reason his fans don't want to commit to a weight is that they don't want to give up their excuses.

If they say welterweight, then he can't say "he's too small"
If they say junior welterweight, then he can't be "too big" for fighters like Timothy Bradley and other top fighters at 140.

He's fighting at 147 because that division has bigger names and make him the most money. He won't be making that kind of money fighting guys like Bradley, Devon, etc.

He's a lightweight with protein shakes beating on WW's according to his fans.

He could probably make 135 if he did what most top level boxers do. I can think of a few LWs who are clearly bigger than him especially since he appears to not be able to accumulate more weight on him than 145lbs.

Only one who even has a chance of beating PAC below 147 is Bradley

He's been at WW for a year now

Why would he go down to fight worse fighters while draining himself?
