Took greater risk in the ring by fighting the more dangerous fighters, not afraid to mix it up and didn't take any extended breaks from the ring (not including his one year to recover from that KO). His resume is better as well, though Floyd's has been impressive of late.
There's a reason for this. Sports legacies arent about PPV buys, salaries, mansions or any of the stuff that Mayweather constantly talks about. In 20 years, no one will remember or care about Floyd's riches. The only memories that matter are what happened in the ring.
Maybe Floyd is just too talented for his own good, but if you put together a "greatest hits" video for Floyd, there wouldnt be very many memorable moments. Pac's highlight reel is seared into fans' memories though. Dude was in war after war and facing adversity in almost every fight.

That's what people remember.
To face real threats over and over and take risks. Now that's a true warrior.
