So I figure 34 pages in its a completely different discussion but as far as the original topic goes.
If you legitimately mean "fighter" It could be Pacquaio because he's a fighter, not really a boxer.
As opposed to Mayweather would be remembered for his technicality and such.
But overall, I say Mayweather.
P.S You guys saying Mayweather doesn't have balls are crazy.

I voted for Pacquiao. In terms of skills and intelligence it is Mayweather Jr, but in terms of the opponents he fought, the heart he always showed and comparing from where Pacquiao has started, I'll go for Pacquiao.
Pacquiao started from nothing, few amateur fights, poverty and turning pro at the age of 15, always fought any one and coming from the Philippines, that is really hard compared to someone like Mayweather that went to the Olympics, won a bronze medal and coming from the US.
Overall both are the greatest of this generation.

That was just one example. Period.
I base Floyd being better than Manny Pacquiao for a number of reasons. Here are a few:
1. Skill level. Floyd's technical boxing abilities are on a much higher level than Manny Pacquiao's abilities. Floyd's defense is superior; his ring generalship is better and he fights smarter and more efficiently than Manny.
2. Both fighters have fought a similar level of competition, yet Floyd has consistently outperformed Pacquiao.
3. Dominance: Again, both fighters have been in with elite level competition, yet Floyd is the one that's undefeated, and has only been tested once or twice. Manny on the other hand has been knocked out and beaten up over the course of his career on a few different occassions.
That's basically it in a nutshell. Floyd is the better fighter and has proven it.
Count by better performance/domination:
3 for Pac and 2 for PBF
3. You can't say floyd and level of competition being elite with a straight face. He just faced Gurerro, Ortiz (sucker punched), Marquez (cheated at the scales but still wouldn't have meant much), Cotto (Showed signs of deteroriation). Is that really ELITE? You tell me if you consider that a great display?

Floyd Mayweather, after he goes undefeated and finishes his career 49-0 or 50-0 will be remembered as the greatest fighter of his generation, an ATG and top 10 fighter EVER. Whether you like him or hate him that will be the case. Learn to accept it because the avalanche of accolades is incoming.
