Is Paul Williams a Natural Welterweight?

First off, I'd like to congratulate Martinez for a great win and a perfectly timed punch. But I really wanna know your opinion of Williams. I don't think that his loss means he is an inferior fighter or that Martinez is now the God of boxing, I think Martinez has been the better fighter for a while and last night he landed a shot that, I can't imagine any fighter in his weight division withstanding, Williams was just the guy in that ring. Now, in the Post Fight Conference Goosen and DiBella both agreed that Williams is really a welterweight and as much as that once didn't make sense to me, do you guys agree?

EDIT: 1st Option, should say: Welterweight/Super Welterweight (154) instead of Junior Welterweight.
