For years RJJ was P4P the best but he fought belts he never fought "THE BEST" at the time. People get blinded by belts and forget who people are fighting. Why do you think RJJ moved up to LHW he didn't want to face the guys at MW anymore. If RJJ would have retried after the ruiz fight everyone to this day would say Top 5 all time etc... Luckly he stayed around long enough to get exposed. But that's what Floyds done he has fought all these belts and has that undefeated record so you got a lot of people in love with him. At least with Floyd he's fighting his prime in the middle of the "internet age" and people can see past his record and belts and see who he has really fought unlike 10+ years ago when you saw a guy with a belt you assumed he was good and couldn't really look up the history of who he has fought.
Floyd wasted almost 2 years of his prime fighting no one, what kind of best fighter of all time would waste there carer like that? He has hand picked inflated fighters with belts and "big records". Floyd is THE most OVERRATED FIGHTER EVER IMO.

Juan Manuel Marquez - Fight a ONCE good fighter WELLL past his prime at 36 years old.
Ricky Hatton - A decent fighter with a inflated record with only one big name win to has name Kosta who was past his prime. - PacMan killed him in 2 rounds...
Oscar - Fights him well past his prime runs the whole fight and barely wins, PacMan fights him and DESTROYS HIM something floyd couldn't do.
