This is just my observation. I can't say the guy never ducked anyone or is the best, because outside of 130, he never established himself as the man in any of those divisions.

ddiaz is a dud like some of those in your list. but odlh, cotto, hatton, margarito, clottey >>> all above.

I doubt Pacquiao "owns" all 13 fighters mentioned. Being said he never tried.

so you're saying you wanna see pac fight soto, guzman, juan diaz, nate campbell, casamyaor, katsidis, devon, bradley, holt, mayweather, mosley and berto in his next fight?

Soto and Guzman called Pacquiao out @ 130.

Juan Diaz was a helluva fighter @ 135 and undefeated when he called Pacquiao out.

Bradley and Alexander are cream of the crop @ 140 because they actually fought Hard Touches in the division and proved it.
