    Outright declined Mosley (Pre Mayweather), refuses testing absent of cuttoff with Mayweather, and barely mentions Berto while ruling out Williams.

    This is just my observation. I can't say the guy never ducked anyone or is the best, because outside of 130, he never established himself as the man in any of those divisions.

          ddiaz is a dud like some of those in your list. but odlh, cotto, hatton, margarito, clottey >>> all above.

              I doubt Pacquiao "owns" all 13 fighters mentioned. Being said he never tried.

                  Soto and Guzman called Pacquiao out @ 130.

                  Juan Diaz was a helluva fighter @ 135 and undefeated when he called Pacquiao out.

                  Bradley and Alexander are cream of the crop @ 140 because they actually fought Hard Touches in the division and proved it.
