Welterweight, Mosley. Personally find that better than Cotto at the time. JrMW only one fight there, so its De La Hoya. Arguably better than Margarito. Had it been Margarito at 154 and had Pac not gotten his ass whooped half as bad as he whooped Margarito's ass, I would have given to Pac.

Pacman beat a weight drained Margarito who was forced to make 150, and was coming off an uninspiring win over a bum.

No one in Pacman’s resume would beat the 154 Oscar Floyd fought, FACT

Cotto who beat Mosley will definitely beat Dela Hoya. Dela Hoya would lose to Manny if they had fought in 154 lbs. it was just so unfair to ask Manny to come up to 154 lbs with only 1 fight above 130 lbs. the results would be the same. Margarito would make Dela Hoya quit.

Ocsar at 154 beat a drugged up version of Mosley,
Margarito couldn’t even handle a 38 year old Mosley at 147, he has no chance at 154, Oscar again would seriously make Cotto take two cowardly knees if they ever fought. Oscar has handled a prime Tito,Mosley,Vargas, while Cotto got a gift against Mosley at his Rican hometown
