Technically, Manny could have came in at 140 if he wanted to. The weight LIMIT, is 150. Just by using common sense, that means you can't be over 150. Now it may not be smart to come in 10-15lbs under the weight limit, but its legal. Henry Armstrong fought a few fights where he was way under the weight limit.
