Margarito should not come in under 160, it's the same mistake Cotto and Clottey made. Intentionally keeping their weight low, so they can be as quick as possible for Pacquiao. Instead of using timing and counter punching and keeping the strength advantage they basically gave them up to close the speed gap.

If Cotto would've put on the pounds, he would've taken punches better and punched harder (he probably still would've gotten hurt by the punches landed on him, but it would've been less). Margarito should come in at his usual 160 to be able to take the punches easy and have 160+ behind his punch.
