Under commission rules nandrolone is considered an "anabolic" agent. The question is not whether or not something was on the banned substances list, it was whether or not he could have elevated nandrolone/test levels from taking a supplement and the answer is yes.

Androstendione metabolizes into nandrolone which raises testosterone past natural levels. At the time it was sold in nutritional stores all across the country. He didn't take something that was considered by law to be illegal. As an example NCAA rules prohibit the use of the supplement " Jack3d" because it contains 1,3 Dimethylamylamine, which is not classified as a banned substance, however, prohibited by certain regulatory bodies.
