I would change the rules on holding. I would make it as much of a foul as hitting low or headbutting.

and does anyone enjoy how we regularly endure weeks of legal negotiations over 2 pounds in modern boxing? in other combat sports and in boxing itself not long ago, if you're within 20 pounds of each other you're good to go
while they do have catchweight "superfights" once or twice a year, if a fighter repeatedly made a huge deal out of 2 pounds in MMA he'd just be laughed at and end up fighting on some indian reservation for $500

All the belts would have to be changed one or two would be sufficient
Can't really do much about the weight classes
I would make boxers fight more often haha because inactivity pisses me off, and everyone is guilty of it. How do fighters like Berto and Williams expect to gain popularity when they don't fight often enough and not against the greatest comp...especially Berto.
I would take away some eliminators like Pavlik vs Gennady Matiryson or whatever to fight Pirog. Why not just make Pavlik vs Pirog. Nobody really wants to see Pavlik vs Martirosyan.
I dunno I cant think of much else right now.
Less of fighters from same stable fighting so much. Unless it actually is meaningful.Comment

I have no beef with this list other then from a money standpoint, the hometown fights generate the most cash. But when you look at a fighter like Ward and see the bull**** he gets away with at home, I tend to agree with you. Solid list. I would add no catch weights.Just assume you could make 5 changes in boxing what would they be? My changes would be:
1) One belt = one champ
2) No catch weights
3) Only top 5 can challenge for the title
4) Must defend title within 6 months
5) No hometown advantages

2. american idol-like commentaries of the judges in between rounds on how they scored the previous round.
3. less fat referees that can't keep up with the boxers during an exchange.
4. cross-gender matches so some boxers won't need to release their urges outside the ring.
