The minimum qualifications for a candidate running for
a seat in the Lower House are a matter of record, and
to cut to the chase: yes, Emmanuel Pacquiao qualifies.

Apart from studying one-off legislations that his party
or political coalition may author and seek his vote on,
there is of course the matter of ensuring that annually,
the constituents of his congressional district get their
fair share of the national budget, towards public works,
agricultural subsidies and the like.

Most important is guarding against ANY infringement on
those constituents' rights, due to bills authored by any
other legislators in the House. When the House is not in
session, there's a lot of downtime, but in some cases,
there's a lot of prep work for the next session.
