Can't say with a single picture. It would have been better if it was a video cuz i've personally experienced it several times when my picture was taken mid blink and it looked as if i was high on something.

Blinking is sometimes a reflex and when a picture is taken when you are halfway blinking, it would cause an illusion making you look drunk or high when you're actually not.
