Ask yourself:
Why is Manny fighting a known cheater at a catchweight for a vacant belt?
Answer: To use it as leverage in future negotiations with Floyd. That fight is rotten as hell. No way Arum let's his cash cow lose to Cheato with the possiblity of a Mega Fight with Floyd. Poor Cheato is a pawn. Manny's playing possum with the "hurt" etc claims. They are only doing that to attempt to promote a fight that is a joke that Pac "may lose". The intelligent people aren't buying it.
Why did Manny "agree" to full random OST? And why did Floyd state "Manny will take the tests? Are they both lying?
Does the world still NOT want to see that fight? Promoters, Media, Hotels, Bookies, and millions of others stand to make huge money off of it.
That fight WILL happen by the end of next year.
First Sakreto Cheato will hand that 8th belt to Manny with getting the biggest payday for the biggest fight of his life right after being pulled from oblivion by Honest Uncle Arum. He OWES Arum for doing him a "favor".

Manny fighting an "undefeated" fighter with a record to mirror Floyd's undefeated record for further leverage to use in negotiations regarding Floyd's record. The clueless public and blind fans will eat that up.
Watch and see how Floyd comes out from "vacation" to fight the winner of Williams vs Martinez to blow out Manny vs Cheato.
