You guys are both correct to a degree but when you look at the complete case following CSAC's official memorandum in March 2009, you'll see that the legal team within the Association of Boxing Commissions (ABC) clarified the suspension. Yes CSAC stopped short of putting the full blame on the person of Margarito and left the door open to maybe not being fully aware of what the trainer was doing. But shortly after that, the ABC Board, upon advisement from the ABC legal team, issued their official ruling and explicitly stated that a normal and reasonable assumption was that Margarito knew precisely what was in those wraps and issued their suggestions to all boxing jurisdictions in the US to follow their lead of a mandated suspension, retro back to CSAC's effective date. They even used wording specific to Marg's person (not simply Team Margarito) saying that he was guilty of unsportsmanlike behavior and endangered the health, welfare and integrity of Boxing.

Just search ABC ruling on Margarito and you'll see how CSAC and ABC worked pretty much in unison and successfully avoided more of a black eye if the Los Angeles D.A. would have wanted a crack at trying this thing criminally.
