i think it's because of how they hear someone who don't make weight can take punches better.

Haye is #3 not because of his accomplishments, but because of the Klitschkos accomplishments.Briggs was 74th int he world true, but Haye's rankin is inflated like crazy. So in his 3 fights, his 3 glorious achievements, he has defeated fighters with 1 win in the last 2 years. Now, 2 years seems like a small time frame, but remember all of these guys are over 37 years old. He now will fight Fraudley another old man. They do, they amortize the shock that is created on impact. Case in point a famous medball exercise where a trainer throws a medball in the stomach of the boxer, bigger abdanomials help the fighter prevent the penetration of the shock into the innards. Same goes with muscle, a bigger neck, trap and back muscles(posterior chain) will help absorb the punches better by not letting the head shake.
