Bob Arum normally heaps praises on Pacquiao calling him incredible.When Pacquiao fought Cotto,Arum didnt heap praises on Cotto,he said training was fine.Cotto went on to get his ass whooped.Now Pacquiao is satisfactory but Margarito has praises being heaped on him.Arum knows his boxing and he believes Pacquiao's ass will be whooped.
As for the speed issue,Pacquiao's still gonna get whooped.

He has great defense to the left hook, he spins out under it, moving into a position where he could only usually be hit by a left uppercut, but he can't be hit by a left uppercut as the other guy's left hand is in the process of being brought back from the left hook and Pacquiao is left with to hit the open chin of the other guy where his left hand is missing.

but otherwise his defence isn't that great, it's all about jabs and uppercuts to beat Pacquiao.
