There were rumors that Chavez backed out but the official explanation was Arum wanted to build the fight more and when Cotto found out Chavez wasnt available he decided to take the rest of the year off and fight Margs Chavez or Pac. I have to say that his decision to take off and not fight Cintron or Vanes kind of dissapointed me just because Chavez jr is not a better fighter then Kermit and would probably lose to Vanes.
