That has been the plan since the beginning.

Floyd is more popular than Khan in the UK and people love him in the UK. Khan will end up fighting Floyd in the UK with random blood testing.

Khan vs. Maidana this winter.

Khan vs. Bradley/Devon early next year.

Tune up fight at 147 against a guy they know Khan can beat. They want to see how he reacts to fighting at 147 before they put him in the ring against Floyd. I don't see him fighting another top 140 guy.
