Look at Jermain Taylor. He had all four belts when he took them from Hopkins. By the time he got to Pavlik he only had two left. (The IBF did not sanction the Hopkins rematch the WBA dropped out when he chose to fight Winky Wright )

hes got power cuz the goel of every taletend fighter is to capture a major belt and WBC is the strongest organisation.

people like the Klitschkos praises their belts, plus the IBO belt.

of course Wlad cant unify because Vitali has got one, but at least their goel is to have all the belts unfied as brothers which would be a huge accomplishment.

Maybe the key to break this is to create something that is not a belt. There are thousands of them flying around, maybe what we need is a crown or something, like Tarver wore when he beat Jones.
