He agreed to all testing the first time and then it changed to i'm scared of needles, then i'll do it but not the day of the fight, then 30 days, then 24 days, then he ran away to fight Clottey, then he said 14 days, now he's claiming he agreed to everything. Pacquiao hasn't got a clue what he's on about half the time when he talks he sounds like jar jar binks.
