If this fight were to be on and Manny agrees to full random no cut off OST , which he should , if only to say Im an honorable sportsman as the testing is no big deal , lots and lots take it , so lets say he agrees and loses the fight , all his previous big wins when moving up will be under a black cloud ,,, now if Manny is juicing he will not agree to full random OST , so far he hasnt and its extremely supicious , and then to top things off , stay inhouse and nobody can ask you to be tested .

Pacquiao and Floyd are egotistical pricks. They're equally to blame.
Pac didn't agree to the tests until ten months after initially being asked. In Floyds mind that was plenty of time to let the PEDs leave his system.
Floyd didn't show much interest after Pacquiao changed his mind. He acts like he's too good to give the fans what they want.
It's equally both their faults. Anyone who says otherwise is just a nuthugger.
