He wants to make sure Pacquiao doesn't juice up for him, which point at the fact that He thinks He can beat Pacquiao in the natural, but fears loosing if Pacquiao drinks his shakes.

What about asking an Oscar DelaHoya a 154lbs fighter to come in at 147?

Doesnt this mean Pacquiao was scared of losing?If yes did that fear stop Pacquiao from winning against Cotto?No.Pacquiao was taking these people's power from them.These people's power was legitimate whereas steroids are illegal.
