For some of us, He has only won 6 titles because there's no titles at 145; nor at 151. And to be included on any ATG list, He needs a defining fight and it's not going to be against beaten fighters. He almost had a defining fight against Marquez, but He lost those.
To be considered as a OTG, He will need to KO Mayweather and beat him again on the rematch IMO.
