Your right, but it depends on the amount of evidence they're left with after the victim retracts their statement. If they have enough without using her statement then they can keep going if not they will have to drop the charges. They also have the option of using her statement as an excited utterance; that’s when they use the victim’s statement even if they say they don’t want to press charges. They only way out of the utterance rule is if the victim says that they were lying.
