He would've been, if he hadn't made some bad choices.
He started at 122, has gotten 2 titles, and is still undefeated. His only disputed decision was against a 6 foot 1 freak lightweight that he later avenged.
Soto, Barrios, Funeka, Sanchez, (Harrison and Arthur would've been on there too if Warren wasn't so scared, I already put together the Pacquiao situation), etc. And he's doing this with no power after 122, strictly off of skills and talent. If his body allows him too, he will do some big things at 140, possibly up to 147.
Yeah, for which he had an 8-9 pound advantage, LOL.
