Don´t be ignorant. He´s Latinamerican, so it´s good if he says Viva Mexico. I would say Viva Argentina too. And the bicentennial is not for Mexico only, it´s a Latin american celebration ! If you are mexican and live in Mexcico, why do you write in English??
