Pacquiao fought Cotto for the WBO Welterweight belt that Cotto had won from Jennings. Cotto was NOT the true welterweight champion because he lost his belt to Margarito. Who then lost it to Shane Mosley. Becuase of this Mosley was considered the best welterweight. But Pacquiao being Pacquiao refused to fight Mosley because he was "too good of a fighter" according to Freddie Roach and fought the damaged Cotto instead.
As you would expect Floyd Mayweather Jr who has always fought the best throughout his career fought Mosley and won a lopsided decision. Pacquiao continues to duck both Mosley and Mayweather and fight damaged opponents such as Antonio Margarito. Who was recently banned from boxing for loading his gloves. But "Pacman" doesnt care, as long as he can get another paper belt and avoid facing a legit opponent.
