Like I told someone else, Floyd didn't MAKE Manny fight Tony. There are BETTER opponents out there. Not only that, but Arum PROMISED Tony that he would fight Manny in November...they are fighting in November. And, for the UMPTEENTH, Manny hates the idea of being randomly tested.

He bumped Pacquiao back up to P4P #1 even though neither Manny or Floyd have fought yet, on the basis that Floyd doesn't seem to be interested in boxing at the moment(When there is still a good chance he could fight one more time before the end of the year).

Bob Arum probably has had this fight lined up with Margarito for a while, but Manny is Manny. No one in the public is going to disagree with him for not wanting to reward that piece of crap Margarito with a pay day. And certainly no one would side with Arum over Pacquiao if he actually took a stand to not fight him.
