Achieved World Record of the most number of weight divisions title?
Typically, the best have: Beaten great champion/HOF level opposition in their primes, dominated a single division, won titles or beaten great champions across a number of divisions, proved their greatness through longevity (fighting at the top for a long period of time), shown they can come back from losses and adversity and the skills with which they won and fought.
Obviously there are many more factors that come into play but these are the basic ones.
