First of all, let me say I am a fan of both David Haye and Wladimir Klitschko. So this is not about favouring any fighter, its just being honest and looking at the fact that David Haye is a paper champion.
Let's review the flow of the WBA Heavyweight Title:
April 2007 - Ruslan Chagaev defeats Nikolay Valuev for the WBA Title in Stuttgart, Germany.
January 2008 - Ruslan Chagaev successfully defends his WBA title against Matt Skelton
February 2009 - Ruslan Chagaev successfully defends his WBA title against Carl Drumond.
*Now at this this point, WBA was mandating Ruslan Chagaev, the WBA champion, to face Nikolay Valuev as a mandatory bout*
May 2009 - Ruslan Chagaev is set to fight Nikolay Valuev, and just days before the fight, its announced he has tested positive again for Hepatits B, and even though there is virtually no risk for Valuev of contracting the virus. Valuev cancels the fight and opts out.
May 2009 - Ruslan Chagaev is stripped of his WBA title, which is granted to Nikolay Valuev
This is 100% trash behaviour from the WBA. And Ruslan never lost his title in the ring. This strip was unfair, and unjustified. This is awkward behaviour from WBA.
From this point on, Nikolay Valuev lost to David Haye and Haye became WBA champion. Ruslan Chagaev lost to Wlad Klitschko.
Therefore, the lineal WBA champion is in fact Wlad Klitschko. And Haye should be observed as an illegitimate champion due to the fact he never won the title on fair grounds and from the champion at the time (Ruslan Chagaev).
