Floyd gave a stipulation, Manny wouldnt agree to it, end of. No reason to blame Floyd, Floyd agreed to Manny's stipulations, not so on the other hand.

why didnt u answer the other guys questions?

why now has floyd taken it upon himself to ''clean up the sport'' why not 10 years ago was he coming out campaigning for these drug tests why not 5 years ago, theres other fights going on why isnt he sayin they should do the tests, why didnt he make the undercard fighters take the tests on his last fight?

better yet like the other bloke said why hasnt floyd gone to the commission and campaigned for these drug tests to be implemented
