It's a combination of GBP and Nacho Beristein (dude screwed Marquez out of a 3rd fight a while back) who are ****in it up for Marquez.

If I'm Marquez I would take a 70-30 split in favor of Pacquiao, and try to beat him solely for legacy.

You can't chase down a fight and expect 50-50, so until Marquez tells Beristein and GBP to STFU and just make the fight, he will never get Manny.
